When I look at this quote literally, I don't understand how a heart can stop and start without the person dying, but I think that may play in to the metaphoric meaning of the quote. I think Poe is referring to his emotions and how they cannot be controlled. The uncontrollable emotions can make someone feel as if he/she is dying, and death also brings fear which is mentioned in the first line.
